    We, the members of the New Apostolic Church of North America — humbly mindful of our duty to Almighty God and duly grateful for the manifold blessings He has permitted us to enjoy — for the purpose of divine worship, in order to promulgate and promote the observance of Christs teachings among men, to revive and foster religious life in accordance with the doctrine and practice of the first Apostolic community, for the better management of the property and temporal affairs of the Church, and in order to form a more definite organization and union of the New Apostolic Churches of North America, do ordain and establish this Constitution for the National Organization of the New Apostolic Church of North America.

    ARTICLE I

    The New Apostolic Church of North America professes the gospel of Jesus Christ given in Holy Scripture. Its teachings and regulations are and shall continue to be based upon the fundamentals of the first Apostolic Church, the original church. The New Apostolic Church is not a new religious denomination, like others which have been founded in the last century, but it is the Apostolic Church reestablished by God in the same shape, form and arrangement as was the primitive church of Jesus, the Lord of the Church, founded by the first apostles. It may therefore claim the distinction of being the only church in keeping with divine ordinance, while all other churches have, in their development, accepted human ordinances.

    ARTICLE II

    The New Apostolic Church of North America, although independent, is now and always has been closely connected with the New Apostolic Churches of the world, namely, the New Apostolic Churches of South America, Africa, Australia, Holland, India, France, Sweden, Denmark, Switzerland, Austria, Poland and Germany. The National Organization of the New Apostolic Church of North America, while at all times preserving that independence, shall continue to be closely united with the New Apostolic Churches of the World, both in faith and teaching and by representation in the Apostolic College.

    CHURCH AUTHORITIES

    ARTICLE III

    The affairs of the Church, and the National Organization thereof, shall be directed by the following Church authorities:

    1. The Chief Apostle, who shall be the Supreme President.

    2. The Apostle, who shall be the President,

    3. The Vice-President,
    4. The National Council,

    5. The National Synod.

    ARTICLE IV

    Section I. The Supreme President of the New Apostolic Churches of the World, as the chief executive officer of the Apostolic College, shall be the Supreme President of the New Apostolic Church of North America. His decrees in regard to doctrine and teachings and in regard to the manner and conduct of religious services, when issued by authority of the Apostolic College, shall be observed by the New Apostolic Church of North America, and the National Organization of said church.

    Section 2. The Supreme President shall be chosen by the Apostolic College from among its members and shall hold office for life. He may resign, however, or may be removed from office by resolution of the Apostolic College. Such resolution shall state that his withdrawal is demanded for the welfare of the New Apostolic Churches and must be concurred in by nine-tenths (9/10ths) of the Presidents. All voting for the election, or removal from office of the Chief Apostle shall be by secret ballot.

    Section 3. The Supreme President, for cause, and after hearing, shall have power to remove from office, or suspend, the Apostle and it shall be his duty so to do in case the Apostle departs in his teachings from the Apostolic Creed as promulgated by the Apostolic College and decreed by the Supreme President, or becomes incompetent for any reason, or conducts himself improperly for one in his position.

    ARTICLE V

    Section 1. The Apostle or President shall be the head of the New Apostolic Church of North America. He shall have general supervision over all the affairs of the Church, and the National Organization thereof, both spiritual and temporal, except as herein otherwise provided and shall issue all precepts in regard to faith or religious matters. It shall be his duty to watch over the purity of the teachings and take care that they remain free from harmful and disintegrating influences.

    Section 2. The Presidents of the respective Apostolic Churches of the World, constituting the Apostolic Collegiate, shall select the President of the New Apostolic Church of North America. He shall hold office for life, or during good behavior, except as otherwise herein provided, and shall reside in the United States of America.

    Section 3. The President shall be the representative of the New Apostolic Church of North America and the National Organization thereof, in the Apostolic College, and shall have authority to vote on all matters properly considered by that body, including among other things the election or removal from office of the Chief Apostle.

    Section 4. The President shall ordain all bishops, elders and other religious servants, including the parish magistrates or priests, and may remove them from office for cause.

    Section 5. The President shall receive a salary suited to his position, which salary shall be fixed by the National Council. He shall also be reimbursed out of the National Treasury for all proper and convenient expenditures by him in the course of his duties and on behalf of the Church of the National Organization thereof.

    ARTICLE VI

    Section 1. The Vice-President shall be appointed by the President, who shall have power to remove him from office if he sees fit. The Vice-President shall act as a general assistant to the President in the management of the affairs of the Church and the National Organization of the Church.

    Section 2. In case of the removal of the President from office, or of his resignation or inability to discharge his duties for any reason, the Vice-President shall provisionally act as President. The Vice-President shall then immediately notify the Supreme President, who may sanction his continuing to act as provisional President or may appoint another so to act until a new President is chosen by the Apostolic College.

    ARTICLE VII

    Section 1. The National Council shall consist of the President and two other members or trustees, who shall be elected by the National Synod and shall hold office during the pleasure of that body.

    Section 2. Any member, or members, of the National Council may, for cause, be removed from office by order of the President, who may appoint provisional members to fill all vacancies in the National Council, however created, until their successors are elected by the National Synod.

    Section 3. The National Council shall manage and control all funds, income, expenditures and property, real, personal or mixed, belonging to or controlled by the New Apostolic Church of North America and the National Organization thereof, and shall have general supervision and control over the property and financial affairs of the individual congregations of the Church, except as otherwise in thei Constitution provided. The National Council shall have power to sell, convey, mortgage, pledge and otherwise encumber or dispose of real and personal property of the Church and/or the National Organization thereof with the written consent of the President.

    Section 4. The President shall be the presiding officer of the National Council and conduct its meetings. He shall have power, in his unrestricted discretion, to approve or refuse to approve any resolution of the National Council and any resolution not approved by the President in writing shall be void unless subsequently approved by resolution passed by three-fourths of the members of the National Synod.

    Section 5. The National Council shall elect from amongst its members a Secretary and Treasurer, who shall hold office for such period as the National Council may determine.

    Section 6. The Secretary and Treasurer of the National Council shall have custody of all funds and securities of the National Organization of the Church, and shall deposit them in such banks or depositories as the National Council shall direct. He shall disburse such funds and securities in accordance with the directions of the National Council and shall keep such adequate books and records of all receipts, disbursements and property of all kinds belonging to the National Organization of the Church as the National Council shall designate.

    Section 7. The Secretary and Treasurer shall attend all meetings and keep minutes of the meetings and resolutions of the National Council and shall attend all meetings and keep minutes of the resolutions of the National Synod and shall keep such other records and documents as the National Council shall direct.

    Section 8. In case of the absence of the Secretary and Treasurer of the National Council, or for any other reason that it may deem sufficient, the National Council may deem sufficient, the National Council may delegate his powers and duties to any other member for the time being.

    Section 9. At the close of each calendar year the National Council shall render to the National Synod and President a report setting forth the general financial condition of the respective parishes of the Church, and shall likewise render to the President and the National Synod a report of all receipts and disbursements during that year, together with a statement of the assets and liabilities of the National Organization of the Church.

    ARTICLE VIII

    Section 1. The National Synod shall be the general advisory body of the Church. It shall meet triennially at the seat of the National Council, or at such other times and places as may be fixed by the By-Laws and the President shall be the presiding officer.

    Section 2. The National Synod shall elect the trustees or members of the National Council and may consider all matters both spiritually and temporal affecting the welfare or advancement of the Church. Its aim shall be to educate the members of the Church in the thought and spirit of Christ so that they will lead righteous lives, do truly Christlike deeds, and practice pure neighborly love and charity. Before, however, any resolution or recommendation of the National Synod in regard to faith or religious matters shall be effective, such resolution must be approved in writing by the President; otherwise it shall be void.

    PLAN OF ORGANIZATION

    ARTICLE IX

    Section 1. The President shall ordain such a number of parish magistrates and priests as the affairs of the Church may require and may assign a parish magistrate and/or priest to one or more parishes or congregations of the Church. The parish magistrate shall, under the supervision of the Elder of the Senior district in which such parish is located, if any, and the direction of the President, be charged with the management and control of the affairs of the parish, or parishes, to which he is assigned. If the affairs of any parish shall so require, the President may assign one or more assistant priests to any such parish, and shall have authority to transfer and reassign any and all such parish magistrates, priests or assistant priests to such parish or parishes as the affairs of the Church may require.

    Section 2. The President shall divide the congregations or parishes of the New Apostolic Church of North America into such districts or groups of parishes as the administration of the affairs of the Church demand. Each such group of parishes shall be called a senior district and the President shall ordain and assign an elder for each senior district who shall have the general management of the affairs of the Church in his senior district, under the supervision of the bishop of that senior district, if any, and in accordance with the directions of the President.

    Section 3. If the administration of the affairs of the Church shall so require, the President may combine any two or more senior districts into groups of senior districts, which shall be called bishoprics, and shall appoint and assign a bishop for such bishopric, who shall have supervision of the affairs of the Church in that bishopric, under the direction of the President.

    Section 4. The President shall have power to change or abolish any senior district created by him and assign any or all the parishes therein to other senior districts, and to change or abolish any bishopric and assign any or all senior districts therein to other bishoprics.

    MEMBERSHIP

    ARTICLE X

    Section 1. Every person who resides in the United States of North America and who vows to the parish magistrate to live in all sincerity in accordance with the teachings of the Holy Scripture and the rules of the Church is eligible to membership in the New Apostolic Church of North America. Before such person shall be received into membership therein he shall promise to obey the orders of the President of the New Apostolic Church of North America and to recognize the Constitution and rules and regulations of the Church, and of the National Organization thereof. Such candidates shall be formally received into membership by the President, in accordance with the Church custom, and evidence of such membership shall be by notice in writing from the President to the Parish Magistrate.

    Section 2. Members may at any time withdraw from the New Apostolic Church of North America by written declaration of the Parish Magistrate.

    Section 3. By order of the President, for cause, any member may be suspended, or expelled from membership in the Church. Such suspension, or expulsion, shall follow a motion by the Parish Magistrate to suspend or expel such member, and if the President is not available to pass on such motion the Vice-President may order such member suspended or expelled.

    Section 4. No person who has been expelled or withdrawn from membership in the Church shall have any right or claim to any property of any parish, organization or society of the Church.

    FINANCES AND PROPERTY

    ARTICLE XI

    Section 1. No obligatory contribution or assessment shall be levied on any member of the Apostolic Church of North America, but all offerings or donations shall be wholly free and voluntary.

    ARTICLE XII

    Section 1. The treasury and all funds, securities, offerings, contributions and donations shall be handled through the following agencies, under the direction and supervision of the National Council:

    (a) The parish treasury, which shall be in the custody of the Parish Magistrate. The Parish Magistrate shall be personally responsible for the funds of the parish treasury, and shall keep accurate and complete records thereof;

    (b) The district treasury of each elder or senior district, if any, which shall be in the custody and control of the Elder of the district. Each Elder shall be personally responsible for all funds of the senior district treasury and shall keep an accurate and complete record thereof;

    ( c) The Bishops treasury of each bishopric, if any, which shall be in the custody and control of the respective bishop, who shall be personally responsible for all funds received by him and keep accurate and complete records thereof;

    (d) The National Treasury, which is in the custody of the Secretary and Treasurer of the National Council.

    Section 2. Each parish treasury shall make its own collections and pay its own disbursements and expenses, and shall regularly send its overplus or contribution to the Senior District Treasury of the particular Elder district of which such parish is a part, if any, otherwise to the National Treasury, in accordance with the directions of the National Council.

    Section 3. All funds, securities, offerings and donations of every kind received by any Senior District Treasury of any Elder or Senior District, except such current expenses, salaries, funds and disbursements as the National council, by general or special written order, may permit, to be retained, paid out or disbursed by such Senior District Treasury, shall be turned over regularly by the district Elder to the Bishops Treasury for that district, if any, otherwise to the National Treasury,

    Section 4. All funds, securities, offerings and donations of every kind received by any Bishops Treasury, excepting such current expenses, salaries, funds and disbursements as the National Council shall, by general or special written order permit to be retained, paid out or disbursed by such Bishops Treasury, shall be paid over regularly by the Bishop to the National Treasury.

    Section 5. The National Council shall from time to time issue general orders and such special orders as may be necessary for the proper conduct of the affairs of the Church to the respective Parish Magistrates, officers or trustees, in regard to the collection, management, disbursement and remittance of contributions, funds and securities, and to the respective bishops and elders, specifying, in detail, funds which may be retained, all salaries which may be paid and the nature and amount of all current expenses and disbursements which shall be within their province and authority.

    Section 6. Each Parish magistrate, Elder and Bishop shall have a full knowledge of the orders and regulations of the National Council and of all official decrees, and shall be personally responsible for all funds of every kind received, paid out or disbursed by him.

    Section 7. The National Council shall prescribe such rules and means for verification, checking and auditing the funds and records of the various Treasuries as shall seem proper.

    Section 8. All property, real, personal and mixed, church buildings, parish houses and land, held, owned or controlled by, or held for the use of, any church, society or organization which is or shall become a part of member of the New Apostolic Church of North America, or the National Organization thereof, shall, unless the National Council deems it advisable that such property or any part thereof be otherwise held and managed, be held and managed by a corporation organized under the laws of the particular state in which said Church, society or organization exists or had its property, subject to the control and supervision of the National Council and other Church authorities, in accordance with this Constitution and By-Laws and the laws of the State where the parish exists or is incorporated. If the laws of the State of incorporation so permit, the President shall have power to appoint any and all trustees or other officers of the parish corporation, and to remove them for cause.

    COMPLAINTS

    ARTICLE XIII

    Section 1. Complaints against any member, officer, servant or agent of the Church, and the National Organization thereof, may be made at any time to the President, in accordance with the rules and usages of the Church.

    ADOPTION and AMENDMENT

    ARTICLE XIV

    In order that no inconvenience may arise from the adoption of this Constitution, and in order to carry the same into complete effect, it is hereby ordained and declared:

    (a) That all orders and decrees of the Supreme President of the Apostolic Churches of the World, and of the President of the New Apostolic Church of North America, in force at the adoption of this Constitution and not inconsistent therewith, shall continue in full force and effect as though this Constitution had not been adopted.

    (b) That all Parish Magistrates, Trustees, Elders, Bishops and other agents or servants of the New Apostolic Church of North America, as constituted at the adoption of this Constitution, so far as not inconsistent therewith, shall continue in office until their successors are elected or appointed and qualified, as required by this Constitution.

    (c ) That all rules and regulations in regard to the management, collection, disbursement and remittance of contributions, funds and securities of the respective church treasuries, not inconsistent with this Constitution, shall remain in full force and effect until the National Council shall otherwise order.

    ARTICLE XV

    This Constitution may be amended at any meeting of the National Synod, by resolution passed by three-fourths of the Parish Magistrates and approved in writing by the President, provided notice of the intention to amend shall have been given at a previous meeting and also in the notices of the meeting at which such amendment is to be acted upon.

    ARTICLE XVI

    This Constitution and the By-Laws thereto, when approved in writing by the Supreme President of the New Apostolic Churches of the World, shall become effective upon their adoption by resolution duly passed by all of the parishes of the New Apostolic Church of North America, and its approval by the Supreme President and adoption by all of the parishes shall immediately be proclaimed by the President..

    1.

    I believe in God the Father, Almighty Creator of heaven and earth.

    2.

    I believe in Jesus Christ, His only begotten Son, our Lord, who was conceived by the Holy Ghost, born of the Virgin Mary, suffered under Pontius Pilate, was crucified, dead and buried; He descended into hell, the third day He arose again from the dead; He ascended into heaven, and sitteth on the right hand of God the Father Almighty, from whence He shall come again to judge the quick and the dead.

    I believe in the Holy Ghost, the Holy Apostolic Church, the communion of saints, the forgiveness of sins, the resurrection of the dead and the life everlasting.

    4.

    I believe that the Lord Jesus governs or rules His Church through living apostles until upon His return, and that He sent and still sends them into the world, just as He was sent by the Father, so that they should in His name, through His commission, teach and baptize all the peoples of the earth.

    5.

    I believe that all ministerial officers of the Church of Christ are chosen and ordained to office alone through living apostles, and that all gifts and powers of the Church must come forth through the apostolate of Christ, whereby the Church shall be prepared and become a legible letter of Christ.

    6.

    I believe that man through Holy Baptism receives the mark of the Lamb, and that it is the bath of rebirth, through which man becomes a member of the body of Christ; it is also the covenant of a good conscience with God.

    7.

    I believe that the Lords Supper should be celebrated in remembrance of that unexceptionable, once for all time consummated sacrifice of bitter suffering and death of Jesus Christ, as instituted by Himself, with unleavened bread and with wine, and that both must be blessed and administered through a priestly office of the Church.

    8.

    I believe that the baptized believers must be sealed with the Holy Ghost solely by the laying on of hands by a living apostle, in order to become firstlings, and that through the sealing the gifts received become enlivened.

    9.

    I believe that the Lord Jesus will come again as surely as He ascended into heaven, and that at His glorious appearance the firstlings of the dead and living, who lived in hope of His coming, shall be transfigured and united with Him, that these, His firstlings, shall reign with Him as kings and priests in the kingdom of peace; furthermore, that Jesus Christ at the end of time shall appear with His saints for the last judgment, when all still living, together with the remaining dead, shall receive their judgment according to their acts or works in this life, whether good or evil.

    BY-LAWS
    OF THE NATIONAL ORGANIZATION
    OF THE
    NEW APOSTOLIC CHURCH OF NORTH AMERICA

    I. The seat of the Church government shall be in the City of Chicago, County of cook and State of Illinois.

    II. The members of the National Council shall hold office for such period as shall be fixed by resolution of the National Synod and until their successors are elected, or appointed, and qualified, except as otherwise provided.

    III. Regular meetings of the National Council may be held without notice at the seat of the Church government, at such times as shall from time to time be determined by the National Council.

    IV. Special meetings of the National Council may be called by the President upon one days notice to each member, either personally or by mail, or by wire; special meetings may be called by the Vice-President or Secretary and Treasurer of the National Council in a like manner upon the written request of two (2) members of the National Council.

    V. At all meetings of the National Council at least two trustees or members thereof shall be necessary to constitute a quorum, and for the transaction of business.

    VI. The Secretary and Treasurer of the National Council and each Parish Magistrate, Elder, Bishop or other Church officer or servant, who is entrusted with the custody, care or handling of funds or securities of any kind belonging to any parish, organization or society of the Church, or the National Organization thereof, shall, if required by the National Council, give to such parish, Organization or society, and to the National Organization of the Church a bond in a sum with one or more securities, satisfactory to the National Council, conditioned upon the faithful performance of his duties, and for the restoration, in case of his death, resignation or removal from office, of all funds, books, records, documents and papers of whatever kind in his possession or under his control belonging to such organization.

    VII. The National Synod may hold its regular meetings without notice, at such times and places as shall from time to time be determined by resolution of the National Synod.

    VIII. The presence of a majority of the Parish Magistrates shall constitute a quorum at all meetings of the National Synod and for the transaction of all matters, except as otherwise required by this Constitution, or by the laws of any State of the United States.

    IX. Special Meetings of the National Synod for any purposed may be called by the President or by resolution of the National Council upon thirty (30) days notice in writing, served either personally or by mail, on each Parish Magistrate and each member of the National Council.

    X. All Parish Magistrates, Elders and Bishops shall hold office for life or during good behavior, so long as they shall observe the faith, teachings and decrees of the New Apostolic Church of North America.

    XI. The President shall divide the New Apostolic Church of North America for its present needs into four (4) senior districts. The first shall comprise the States of Pennsylvania and New Jersey, and the East half of the State of New York; the second shall comprise the West half of the State of New York; the third, the States of Illinois, Indiana, Wisconsin, South Dakota, and Nebraska, and the East half of the State of Michigan; and the fourth, the State of Ohio and the West half of the State of Michigan. The President may from time to time, as the affairs of the Church shall demand, create new senior districts and alter, change or combine with others the existing divisions.

    XII. Among other things, the National Council shall have power and authority to direct its Treasurer to pay out and disburse funds of the main Church Treasury for the following purposes:

    (a) For erecting or buying churches, parish houses, halls and meeting rooms;

    (b) For the requisite and proper furnishings and fixtures for churches, parish houses, halls and meeting rooms;

    (c ) Interest on loans on churches, parish houses, buildings owned, belonging to, or held for the exclusive use of the New Apostolic Church of North America;

    (d) Necessary and requisite expenditures for repairs, upkeep and remodeling churches, parish houses and buildings owned, belonging to or held for the exclusive use of the Church.

    (e) Taxes and special assessments on churches, parish houses and other property belonging to, owned by or held for the use of the Church;

    (f) Necessary and requisite salaries to the officers, agents and servants of the Church;

    (g) Necessary and requisite aid to parishes who are in need of support;

    (h) Aid and support to poor but worthy parishioners;

    (I) Expenditures for missionary work, whether carried on by the New Apostolic Church of North America singly or in connection with the New Apostolic Churches of the World, by funds placed at the disposal of the Supreme President.

    XIII. Children under the age of fourteen (14) years may be received into membership in the New Apostolic Church of North America, provided their parents or guardians shall vouch for them, subject, however, to the laws of the State wherein they reside.

    XIV. Sufficient cause for the suspension or expulsion from membership of a member of the New Apostolic Church of North America shall include, among other things, frequent and intentional violation of the doctrines and tenets of the Church, failure to observe the decrees and orders of the President, frequent dishonorable rebukes, or any conduct which in the unrestricted discretion of the President makes the continued membership in the Church of the offender improper.

    XV. If any member of the New Apostolic Church of North America has any cause for complaint, or charge against any member of such Church, he shall make such charge to the Parish Magistrate. Complaints in regard to the conduct of any Parish Magistrate may be submitted to a District Elder, if any, otherwise to the President. Complaints in regard to the conduct of a District Elder may be submitted to the Bishop of that District, if any, otherwise to the President. Complaints in regard to any Bishop may be submitted to the President. The Church officer or servant to whom such complaint is submitted shall, if upon investigation he deems such complaint well founded, refer said complaint, together with his observations and findings thereon, to the President, recommending what disposition or order the President shall make on such complaint.

    XVI. These By-Laws may be amended at any meeting of the National Synod, by resolution thereof passed by two-thirds (2/3) of the members present and voting and approved in writing by the President, provided notice of the intention to amend shall have been given at a previous meeting and also in the notices of the meeting at which such amendment is to be acted upon.

    The foregoing Constitution and By-Laws of the National Organization of the NEW APOSTOLIC CHURCH OF NORTH AMERICA were amended at a meeting of the National Synod held on June 17, 1935, at Detroit, Michigan, as follows:

    (1.) By striking from the last sentence of Article V, Section 2 of the Constitution the words the United States of and inserting in lieu thereof the word North.

    (2.) By amending Article V, Section 4 of the Constitution, so that said section as amended shall read as follows:
    The President shall ordain all bishops, elders, and other religious servants, including the rectors, and may remove them from office for cause.

    (3.) By amending Article VII, Section 5 of the Constitution, so that said section as amended shall read as follows:
    The National Council shall elect from amongst its members a Secretary and a Treasurer, who shall hold office for such period as the National Council may determine.

    (4.) By amending Article VII, Section 6 of the Constitution, so that said section as amended shall read as follows:
    The Treasurer of the National Council shall have custody of all funds and securities of the National Organization of the Church, and shall deposit them in such banks or depositories as the National Council shall direct. He shall disburse such funds and securities in accordance with the directions of the National Council and shall keep such adequate books and records of all receipts, disbursements and property of all kinds belonging to the National Organization of the Church as the National council shall designate.

    (5.) By amending Article VII, Section 7 of the Constitution, so that said section as amended shall read as follows:
    The Secretary shall attend all meetings and keep minutes of the meetings and resolutions of the National Council and shall attend all meetings and keep minutes of the resolutions of the National Synod and shall keep such other records and documents as the National Council shall direct.

    (6.) By amending Article VII, Section 8 of the Constitution, as that said section as amended shall read as follows:
    In case of the absence of the Secretary or the Treasurer of the National Council, or for any other reason that it may deem sufficient, the National Council may delegate their powers and duties to any other member or members for the time being.

    (7.) By amending Article IX, Section 1 of the Constitution, so that said section as amended shall read as follows:
    The President shall ordain such a number of rectors and other officers as the affairs of the Church may require and may assign a rector to one or more parishes or congregations of the Church. The rector shall, under the supervision of the Elder of the senior district in which such parish is located, if any, and the direction of the President, be charged with the management and control of the affairs of the parish or parishes to which he is assigned. If the affairs of any parish shall so require, the President may assign one or more assistant priests to any such parish, and shall have authority to transfer and reassign any and all such rectors, other officers or assistant priests to such parish or parishes as the affairs of the Church may require.

    (8.) By amending Article X, Section 1 of the Constitution, so that said section as amended shall read as follows:
    Every person who vows to the rector of the parish in which he resides to live in all sincerity in accordance with the teachings of the Holy Scripture and the rules of the Church is eligible to membership in the New Apostolic Church of North America. Before such person shall be received into membership therein he shall promise to obey the orders of the President of the New Apostolic Church of North America and to recognize the Constitution and rules and regulations of the Church, and of the National Organization thereof. Each Elder shall be personally responsible for all funds of the senior district treasury over which he presides and shall keep an accurate and complete record thereof;

    (c.) The bishopric treasury of each bishopric, if any, which shall be in the custody and control of the respective Bishop, who shall be personally responsible for all funds received by him and keep accurate and complete records thereof;

    (d) The National Treasury, which is in the custody of the Treasurer of the National Council.

    (13.) By amending Article XII, Section 2 of the Constitution, so that said section as amended shall read as follows:
    Each parish treasury shall make its own collections and pay its own disbursements and expenses, and shall regularly send its overplus or contribution to the senior district treasury of the particular senior or Elders district of which such parish is a part, if any, otherwise to the Natonal Treasury, in accordance with the direction of the National Council.

    All funds, securities, offerings and donations of every kind received by any senior district treasury of any senior district, except such current expenses, salaries, funds and disbursements as the National Council, by general or special written order, may permit, to be retained, paid out or disbursed by such senior district treasury, shall be turned over regularly by the District Elder to the bishopric treasury for that bishopric, if any, otherwise to the National Treasury.

    (15.) By amending Article XII, Section 5 of the Constitution, so that said section as amended shall read as follows:

    All property, real, personal, and mixed, church buildings, parish houses and land, held, owned or controlled by, or held for the use of, any church, society or organization which is or shall become a part or member of the New Apostolic Church of North America, or the National Organization thereof, shall, unless the National Council deems it advisable that such property or any part thereof be otherwise held and managed, be held and managed by a corporation organized under the laws of the particular nation, state, or province in which said church, society or organization exists or has its property, subject to the control and supervision of the National Council and other Church authorities, in accordance with this Constitution and By-Laws and the laws of the nation, state or province where the parish exists or is incorporated. If the laws of the nation, state or province of incorporation so permit, the President shall have power to appoint any and all trustees or other officers of the parish corporation and to remove them for cause.

    (18.) By amending Article XIV of the Constitution, so that said article as amended shall read as follows:
    In order that no inconvenience may arise from the adoption of this Constitution, and in order to carry the same into complete effect, it is hereby ordained and declared:
    (a) That all orders and decrees of the Supreme President of the New Apostolic Churches of the World and of the President of the New Apostolic Church of North America, in force at adoption of this Constitution and not inconsistent therewith, shall continue in full force and effect as though this Constitution had not been adopted.
    (b) That all Rectors, Trustees, Elders, Bishops and other agents or servants of the New Apostolic Church of North America, as constituted at the adoption of this Constitution, so far as not inconsistent therewith, shall continue in office until their successors are elected or appointed and qualified, as required by this Constitution.
    (c.) That all rules and regulations in regard to the management, collection, disbursement and remittance of the contributions, funds and securities of the respective church treasuries, not inconsistent with this Constitution, shall remain in full force and effect until the National Council shall otherwise order.

    (19.) By amending Section I of the By-Laws, so that said section as amended shall read as follows:
    The seat of the Church government shall be in the City of Chicago, County of Cook and State of Illinois, United States of America.

    (20.) By amending Section IV of the By-Laws, so that said section as amended shall read as follows:
    Special meetings of the National Council may be called by the President upon one days notice to each member, either personally or by mail, or by wire; special meetings may be called by the Vice-President or Secretary of the National Council in a like manner upon the written request of two (2) members of the National Council.

    (21.) By amending Section VI of the By-Laws, so that said section as amended shall read as follows:
    The Treasurer of the National Council and each Rector, Elder, Bishop or other Church office or servant, who is entrusted with the custody, care or handling of funds or securities of any kind belonging to any parish, organization or society of the Church, or the National Organization thereof, shall, if required by the National Council, give to such parish, organization or society, and to the National Organization of the Church a bond in a sum with one or more securities, satisfactory to the National Council, conditioned upon the faithful performance of his duties, and for the restoration, in case of his death, resignation or removal from office, of all funds, books, records, documents and papers of whatever kind in his possession or under his control belonging to such organization.

    (22.) By amending Section VIII of the By-Laws, so that said section as amended shall read as follows:
    The presence of a majority of the Rectors shall constitute a quorum at all meetings of the National Synod and for the transaction of all matters, except as otherwise required by this Constitution, or by the laws of the nation, state or province where such meeting is held.

    (23.) By amending Section X of the By-Laws, so that said section as amended shall read as follows:
    All Rectors, Elders and Bishops shall hold office for life or during good behavior, so long as they shall observe the faith, teachings and decrees of the New Apostolic Church of North America.

    (24.) By amending Section XI of the By-Laws, so that said section as amended shall read as follows:
    The President shall divide the New Apostolic Church of North America for its present needs into seven (7) senior districts, situated in the United States of North America and the Dominion of Canada. The first district shall comprise the States of New Jersey, Maryland, the East Half of the State of New York and the East Half of the State of Pennsylvania; the second shall comprise the West Half of the State of New York and the West Half of the State of Pennsylvania; the third the State of Ohio and the East Half of the State of Michigan; the fourth the West Half of the State of Michigan and the State of Indiana; the fifth the States of Illinois, Wisconsin, Minnesota, Missouri, Nebraska, Montana and South Dakota; the sixth the States of California and Washington; the seventh the Province of Ontario, Dominion of Canada. The President may from time to time, as the affairs of the Church shall demand, create new senior districts and alter, change or combine with others the existing divisions.

    (25.) By amending Section XIII of the By-Laws, so that said section is amended shall read as follows:
    Children under the age of fourteen (14) years may be received into membership in the New Apostolic Church of North America, provided their parents or guardians shall vouch for them, subject, however, to the laws of the nation, state or province wherein they reside.

    (26.) By amending Section XIV of the By-Laws, so that said section as amended shall read as follows:
    Sufficient cause for the suspension or expulsion from membership of a member of the New Apostolic Church of North America shall include, among other things, frequent and intentional violation of the doctrines and tenets of the Church, failure to observe the decrees and orders of the President, frequent dishonorable rebukes, or any conduct which in the unrestricted discretion of the President makes the offenders continued membership in the Church improper.

    (27.) By amending Section XV of the By-Laws, so that said section as amended shall read as follows:
    If any member of the New Apostolic Church of North America has any cause for complaint, or charge against any member of such Church, he shall make such charge to the Rector. Complaints in regard to the conduct of any Rector may be submitted to a District Elder, if any, otherwise to the President. Complaints in regard to the conduct of a District Elder may be submitted to the Bishop of that district, if any, otherwise to the President. Complaints in regard to any Bishop may be submitted to the President. The Church officer or servant to whom such complaint is submitted shall, if upon investigation he deems such complaint well founded, refer said complaint, together with his observations and findings thereon, to the President, recommending what disposition or order the President shall make on such complaint.

    The foregoing Constitution of the National Organization of the NEW APOSTOLIC CHURCH OF NORTH AMERICA was amended at a meeting of the National Synod held on September 5, 1938, at Detroit, Michigan, as follows:

    (1.) By striking from Article II; Article IV, Sections 1, 2 and 3; Article V, Section 3 and Article VI, Section 2 of the Constitution the words Apostolic College and inserting in lieu thereof the words Apostles Council.

    (2.) By amending Article II, so that said Article as amended shall read as follows:
    The New Apostolic Church of North America, although independent is now and always has been closely connected with the New Apostolic Churches of the World, namely, the New Apostolic Churches of South America, Africa, Australia, Holland, India, France, Sweden, Denmark, Switzerland, Austria, Poland and Germany. The National Organization of the New Apostolic Church of North America, while at all times preserving that independence, shall continue to be closely united with the New Apostolic Churches of the World, both in faith and teaching and by representation in the Apostles Council.

    (3.) By amending Article IV, Sections 1, 2 and 3 of the Constitution, so that said sections as amended shall read as follows:
    Section 1. The Supreme President of the New Apostolic Churches of the World, as the chief executive officer of the Apostles Council, shall be the Supreme President of the New Apostolic Church of North America. His decrees in regard to doctrine and teachings and in regard to the manner and conduct of religious services, when issued by authority of the Apostles Council, shall be observed by the New Apostolic Church of North America, and the National Organization of said church.
    Section 2. The Supreme President shall be chosen by the Apostles Council from among its members and shall hold office for life. He may resign, however, or may be removed from office by resolution of the Apostles Council. Such resolution shall state that his withdrawal is demanded for the welfare of the New Apostolic Churches and must be concurred in by nine-tenths (9/10ths) of the Presidents. All voting for the election, or removal from office, of the Chief Apostle shall be by secret ballot.
    Section 3. The Supreme President, for cause, and after hearing, shall have power to remove from office, or suspend, the Apostle and it shall be his duty so to do in case the Apostle departs in his teachings from the Apostolic Creed as promulgated by the Apostles Council and decreed by the Supreme President, or becomes incompetent for any reason or conducts himself improperly for one in his position.

    (4.) By amending Article V, Section 3 of the Constitution so that said section as amended shall read as follows:
    The President shall be the representative of the New Apostolic Church of North America and the National Organization thereof, in the Apostles Council, and shall have authority to vote on all matters properly considered by that body, including among other things the election or removal from office of the Chief Apostle.

    (5.) By amending Article VI, Section 2 of the Constitution so that said section as amended shall read as follows:
    In case of the removal of the President from office, or of his resignation or inability to discharge his duties for any reason, the Vice-President shall provisionally act as President. The Vice-President shall then immediately notify the Supreme President, who may sanction his continuing to act as provisional President or may appoint another to act until a new President is chosen by the Apostles Council.

    (6.) By striking from Article V, Section 2 of the Constitution the words Apostolic Collegiate and inserting in lieu thereof the words Apostles Council.

    (7.) By amending Article V, Section 2 of the Constitution to read as follows:
    The Presidents of the respective Apostolic Churches of the World, constituting the Apostles Council, shall select the President of the New Apostolic Church of North America. He shall hold office for life, or during good behavior, except as otherwise herein provided, and shall reside in the United States of America.

    (8.) By striking from the first sentence of Article V, Section 5 of the Constitution the words National Council and inserting in lieu thereof the words Chief Apostle.

    (9.) By amending Article V, Section 5 of the Constitution so that said section as amended shall read as follows:
    The President shall receive a salary suited to his position, which salary shall be fixed by the Chief Apostle. He shall also be reimbursed out of the National Treasury for all proper and convenient expenditures by him in the course of his duties and on behalf of the church or the National Organization thereof.

    EXTRACTS FROM NACI DOCUMENT

    STRUCTURE AND ORGANIZATION OF THE NEW APOSTOLIC CHURCH

    JANUARY 2003

    The revenue of the District Churches is comprised of voluntary offerings and donations from

    its members as well as other contributions and returns. The church does not collect any

    taxes from its members. The funds of the church are used exclusively for performing church

    tasks. The Chief Apostle receives a copy of the annual statement of accounts signed by the

    District Apostle, along with the auditing report of an accountant”. (Page 2)

    (Our Opinion:This is open to abuse because the Chief Apostle only sees the Audited report. It is an accepted practice that Auditors “change “ figures to what the Financial Management AND Leadership of the NAC Cape wants the Chief Apostle to see. In many cases Income and Expenditure are tampered with to reflect MORE ACCEPTABLE FINANCIAL RESULTS. This is called “Creative Accounting”. Auditors don’t check or verify each transaction, they only verify and audit samples of Income and Expenditure and confirm that it is reasonable. )

    The District Churches remit revenues — which are set by the Chief Apostle in consultation

    with the respective District Apostles — to the New Apostolic Church International. These

    revenues are used to cover its own administrative costs, support financially weak District

    Churches, pursue charitable and public-spirited activities of international significance, and

    finance all further activities of NAKI.

    These funds are administered in accordance with the directives of the Chief Apostle. He will

    take steps to assure professional accounting as well as assure a professional statement of

    accounts by the end of each calendar year, including the auditing of same by a reputable

    auditing company. The annual statement of accounts, the annual report, and the audit report

    must be approved by the District Apostle Meeting.

    In order to devise and promote NAKI’s financial strategy, the District Apostles (without being

    asked to do so) submit the signed statements of accounts, together with the business reports

    and the auditor’s reports, within six months after the close of each financial year. These pertain

    to the District Apostle’s area (in the form of balance sheets of the District Churches under

    his care), charitable bodies and foundations, and church-owned economic enterprises”. (Page 3)

    (Once again: This is open to abuse because the Chief Apostle only sees the Audited report.     Is there any particular reason for U.S. NAC to no longer include our nation and her leaders in divine service prayers? [LRK] no as a matter of fact I commented on this in the Jan. 3rd service with a verse from

    1 Timothy 2:1-4    Pray for All Men – Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence. For this is good and acceptable in the sight of God our Savior, who desires all men to be saved and to come to the knowledge of the truth.

    That was a cornerstone for us, the Body of Christ, for many moons. What has changed?[LRK] This was not a cornerstone, but a teaching point taught by the District Apostle Kraus. Truly, even as Paul wrote to Timothy, it is well to do this, however, as he points out, the reason for it is to live a peaceable life in all godliness and reverence in order to inspire all men to come to the knowledge of Jesus Christ and salvation. Thus, we are to be an example of good Christians for others to see.

    Would it have anything to do with the Catholic church’s current stance? You know, this past summer, littering their pulpits with pictures of criminals, who the ‘holy’ folks there called ‘victims’. [LRK] We do not follow the Catholic church’s positions.

    We do have laws in this still, one, free country, indivisible under God. And if nothing else, we know our God is The One of Order. Part of which means following the laws of the land as long as they do not interfere with God’s Law. We ALL learned that in Sunday School. What has changed?[LRK] Nothing has changed, you are correct.  This was just again stated by our Chief Apostle in his Jan. 3rd service.

    NAC”s relationship with the Catholic Church is a long and storied one. Why were you ordained in Rome in the early 90’s? [LRK] This had nothing to do with the location; it was common in those days that rather than wait an extended time for a CA visit, the brothers were sent to where he conducted a divine service and he performed ordinations.  This incident happened to be a DA meeting scheduled in Rome.    What was wrong with being ordained in PA? What is NAC”s yolk there? Globalism? The New Cashless World Order? One big pot for all ‘global residents’, with no national, country citizenship? It does appear so, on many levels from many vantage points [LRK]  You should be aware that CA visits in this country are generally decided to allow members from different regions the opportunity to be in the divine service. Thus, they are programed around the nation and ordinations/ requirements  take place in them, sometimes without regard of the minister’s home area.  For example, Ap. Buehner was ordained in PA.

    The Body of Christ will not unite under Lies. Remember God gave us Commandments for that, in STONE  They were not just suggestions  CHRIST makes free. What has been coming from your alter, the ‘regugee’ and ‘stranger in a strange land’ and ‘opression” are not liberating linguistics. 

    ‘Patience’, ‘goodwill’, ‘peace’ – while our cities burned all summer. Burned by socialist thugs, criminals -under the guise of ‘inequity’. [LRK] I do not understand these two statements or their relevance to our church.

    And we were busy all summer reminding ourselves of the beam in our OWN eye. Were WE the ones burning? DID NAC funding this activity? Did they, like many other ‘churches” pay the bail and civil fines for these unholy disturbers of the peace? Where is THAT transparency?[LRK] Again, not sure of what this means – the NAC does not make bail payments of any kind…

    The stock answer for these questions, which I have been asking the upper eschelance of NAC for, now, a number of months, is ‘patience’, ‘whoever becomes president God will work through”.

    No, God does not work through liars, and the evil ones who attempt to subvert His Light and His Mission. Although the evil will not win, it is imperative for us, His Children, to discern the times  And speak His Truth.

    Although the church claims to be anti-political, they are not. [LRK] The NAC is non-political/ neutral, as you stated and is affirmed in our 10th article of faith. Not when Heads of State are meeting with the NAC ‘higher ups’ , discussing government amalgamations and attending NAC church services in front row.[LRK] I do know in some nations, people of political authority have attended our divine services, as they are welcome as anyone is welcome.  However, there are no political discussions.

    Not when the Cape Times, after meeting with South African NAC officials, refused to print the truth of monies stolen, by a purported ‘man of God”. NAC refused to press charges. Where is that money? Which group has it now? And for what purpose?[LRK] I am not aware of this issue; it is outside of my area of responsibility.

    Christ is the TRUTH. Christ makes free. You do not

    When I saw that #theNAC and Jean-Luc Schneider had acquired ProLeit AG Supply Chain in August 2020, and the plans for controlling the supply of brewery, pharma, energy and more, what did I do?

    I went to the current ‘patriarch’ of the ‘family’, John Schauer. He received packet via USPS Priority Mail (from MD to NC) of illicit activities (May 2021) and criminal treatment of this ‘church’s members – the trusted we have known since birth – and their criminal betrayals. Some simple papers, from his simple cousin, that he claimed not to understand.

    He’s a world traveler, international textile deal maker – among other things – but he just did not understand it. Maybe he is not fit to hold that current position over at the Freudenberg Group – Wikipedia, supporter of Euro7 Transport. Maybe he is not fit at all to hold any position, anywhere.

    In this day, betrayers and abusers of the mentally retarded and elderly typically find themselves fresh out of those positions. Corporate, church, school, banks, supply chains. All over. Fresh. Out.

    John K. Schauer also told me to sit down and shut up. Then, in all likelihood, proceeded to take my sister, my inheritance (more than $1 million combined assets) and advised my mother not to speak to me.

    Below is his one and only response to me. Now that we see he loves the electric vehicle plan, and is a Harvard Grad, it all makes perfect sense. Fuck your family when Freudenberg and the deutschemarks are involved.

    Straight up arrogance, addressed in a letter to his wife, chronicled in an upcoming post. That’ll be PREMIUM Style.

    What is HE getting he shouldn’t be? What do HE and his brother, David Paul Schauer, know about #theNAC? They don’t attend that church, though I asked David to go on Palm Sunday 2021, since there was going to be a letter read to the congregation about me, about my TRUTH TELLING. About me, the caretaker of his father. At the hospital every single day, ‘cause he and his brother and their combined 5 selfish adult children couldn’t take a week off of work to do what I did for months.

    David went to the New Apostolic Church at 1910 Putty Hill Avenue on Palm Sunday, 2021, and never responded to my inquiry of what happened there that day. He is another one who believes he is better than the rest, though his public records of criminality at the University of Maryland would suggest otherwise; drunk driving and such, just like his daughter. One big happy family.

    According to police, Kolb back on Aug. 16 was at a local Winn-Dixie grocery store.

    “While at that store, on that date, Hellmuth Kolb attempted to purchase a female minor child for $100,000.00, from her parent,” officers said. “Due to the parent’s clear concern that someone was insistent on attempting to purchase their daughter in a grocery store, we were notified. Unfortunately for him, we were able to confirm through his Probation Officer that Mr. Kolb is currently on probation for similar issues, and he is not to have any contact with minor children.”

    He was a wise master builder in a double sense. He was also one of the first Apostles to be appointed as a District Apostle Helper. Apostle (ret.) Leonard Ernest Kolb (USA) has passed away. He was 82 years of age.

    He built more than 80 churches

    He was born in December 1932 to New Apostolic parents. His brother was born a year earlier. Already as a boy he was interested in building, hoping to be an architect later in life. But when his mother died after a year’s battle with cancer he had just finished high school and there was no money left for university.

    He established a construction business in Rochester, New York, at the age of 20. His brother, who had left college to care for their sick mother, joined the business after her death. When Leonard moved to Erie, Pennsylvania, he left the business to his brother and started another construction firm. The business expanded so that the firm eventually built churches, commercial buildings, and pre-fabricated structures.

    Leonard Kolb Sr. built more than 80 churches in the USA, starting with the building in Greenville, Pennsylvania, in 1960. “It was always a joy to see that another place of worship had been completed where the Lord’s altar stood,” he said

    One of the first District Apostle Helpers

    Leonard E. Kolb received his first ministry, that of a Sub-deacon, in October 1954. After his marriage in September 1955 he and his wife followed the request of District Apostle Fendt and moved to Erie, Pennsylvania, to help promote the Church there.

    In his new district he was entrusted with further ministries right up to District Elder. In June 1986 he was ordained as an Apostle. Together with John Fendt, Wilbert Vovak, and Erwin Wagner he was appointed as a District Apostle Helper to assist District Apostle Michael Kraus whose district included numerous countries around the world.

    The function of a District Apostle Helper had not existed until then. This was an innovation and Chief Apostle Hans Urwyler considered it important enough to write a few lines in the New Apostolic Review. He saw this as a first step in helping to administer and structure large District Apostle Areas. “Our predecessors also found innovative solutions for special circumstances.”

    Decades of working overseas

    For nearly 50 years, Apostle Kolb Sr. worked and travelled as a minister. Thirty of these years he worked in India; 17 years in Mexico, Nepal, and on a number of South Sea Islands; twelve years in Bangladesh; and for some time in Cameroon and Sudan. “This kind of work expands one’s horizon and helps to broaden one’s feelings for our fellow-man,” he said once. “It also gives us the opportunity to show what lives within our soul—especially when we are alone in a foreign country.”

    On 5 November 2015 the retired District Apostle Helper Leonard Ernest Kolb passed away. The funeral on 14 November will not be held by his son, District Apostle Leonard Richard Kolb, but by special request of the deceased by the rector of his home congregation, Evangelist Peter Wagner.
